A lot of what I said in my other critique also applies here the thing that concerns me about this model though is that you have even more of the really small and thin hair/horns. Be really careful with that, and I say that because my ZBrush instructor warned us about getting to small and how that can screw with you process down the road (again like when you get to a retopologizing stage). Really like this dragon head though, it kind of reminds me of this ancient and wise spirit.

Here's a though for approaching technique, and granted this is just my opinion, think about doing the hair like you'd draw hair, mass marks and such. The only other thing I want to stress is push the depth of some of your scales and sharpen it up again, especially if this is your high poly sculpt.
